The Global Compact for Safe, Orderly and Regular Migration (GCM) It was formally endorsed by the UN General Assembly on 19 December 2018. It represents the first intergovernmentally negotiated agreement to cover all dimension of international migration in a holist and comprehensive manner. The purpose of this thesis is to provide an analysis of the document and to investigate if the Compact is simply another talking shop, or if it will make any real impact in the future of international migration. The study is embedded in three major aspects regulating the cross-border movements of people: the normative framework upon which international migration rests, the economic policies supporting the participation of migrants into the labour market of hosting countries, and the global governance of international migration. The thesis highlights the equilibrium between human rights of individuals and the sovereignty of States enshrined in the GCM, and it stresses the gaps between the policy recommendations of the Compact and labour market realities. The scattered and overlapping framework of norms, actors, and institutions governing cross-border movements of individuals makes the implementation of the document challenging. However, the Compact for Migration has to be seen as the starting point for a new era of international migration governance, rather than its ultimate achievement.
