Misure di prevenzione e gestione dell'emergenza COVID-19: applicazione delle disposizioni normative per la tutela della salute di dipendenti e utenti in un campione di attività commerciali appartenenti al settore HoReCa

BACKGROUND The spread of the SARS-CoV-2 infection and the subsequent lockdown to contain the infections has led to major difficulties in the management of the activities of the Ho.Re.Ca. area. In order to ensure the resumption of activities, compatibly with the trend of the epidemic, as well as the protection of the health of the staff and users, a gradual and progressive remodelling of the contagion containment measures is necessary that takes into account specificity and methods of work organization, as well as the criticalities of risk management in this sector. OBJECTIVES The aim of this study is to analyse the application of health protection regulations in the professional field to contain the SARS-CoV-2 pandemic in the activities of the Ho.Re.Ca. area, in particular the health measures put in place to promote health protection of workers, employees and external subjects (customers, collaborators, suppliers), how these safety measures have changed the entrepreneurial dynamics, the difficulties in finding the necessary material and the impact of the health and consequently financial crisis on economic revenues. MATERIALS AND METHODS A survey was conducted on a sample of 60 activities in the Ho.Re.Ca. area by administering a questionnaire to owners and / or managers. RESULTS Out of a sample of 60 subjects, 51 (85%) had lower incomes compared to the pre-COVID-19 period, 5 (8%) had overlapping incomes with the previous period, 4 (7%) had higher incomes. 53% found it difficult to re-design spaces in order to make them suitable for a commercial activity, while maintaining safety regulations in force; also organizing reservations represents a difficulty in 13%, particularly in the field of accommodation facilities (B & Bs and hotels). CONCLUSIONS The Hospitality structures were forced to close during the lockdown, the Restaurant and Cafè sectors underwent a process of reinvention and adaptation to current regulations, with an enhancement of home and take-away services; despite this, numerous critical issues emerged. The direct consequences of the SARS-CoV-2 pandemic on Ho.Re.Ca. they concern in particular the lower turnout of consumers and the drop in turnover combined with the need to invest resources to adapt to new regulations.

INTRODUZIONE La diffusione dell’infezione da SARS-CoV-2 e il successivo lockdown per contenere i contagi ha portato importanti difficoltà nella gestione delle attività del settore Ho.Re.Ca. Al fine di garantire la ripresa delle attività, compatibilmente con l’andamento dell’epidemia, nonché la tutela della salute del personale addetto e dell’utenza, si rende necessaria una rimodulazione graduale e progressiva delle misure di contenimento del contagio che tenga in considerazione le specificità e le modalità di organizzazione del lavoro, nonché le criticità di gestione del rischio in tale settore. OBBIETTIVO DEL LAVORO Analizzare l’applicazione delle norme di tutela della salute in ambito professionale per contenere la pandemia da SARS-CoV-2 nelle attività dell’ambito Ho.Re.Ca., in dettaglio i provvedimenti sanitari messi in atto per favorire la tutela della salute di lavoratori, dipendenti e soggetti esterni (clienti, collaboratori, rifornitori), in qual modo queste misure di sicurezza abbiano modificato le dinamiche imprenditoriali, le difficoltà nel reperimento del materiale necessario e l’impatto della crisi sanitaria e di conseguenza finanziaria sulle entrate economiche. MATERIALI E METODI È stata condotta un’indagine su un campione di 60 attività del settore Ho.Re.Ca. tramite la somministrazione di un questionario ai proprietari e/o gestori. RISULTATI Su un campione di 60 soggetti, 51 (85%) hanno percepito entrate inferiori rispetto al periodo pre-COVID-19, 5 (8%) entrate sovrapponili col periodo precedente, 4 (7%) entrate superiori. Il 53% ha riscontrato difficoltà nel re design degli spazi al fine renderli adatti ad un’attività commerciale, mantenendo in vigore le norme sulla sicurezza; anche organizzare le prenotazioni rappresenta nel 13% una difficoltà, in particolare nell'ambito di strutture ricettive (B&B e hotel). CONCLUSIONI Le strutture Hospitality sono state obbligate a chiudere durante il lockdown, i settori Restaurant e Cafè sono andati incontro a un processo di reinvenzione e adattamento verso le normative vigenti, con un potenziamento di servizi a domicilio e asporto; nonostante ciò sono emerse numerose criticità. Le conseguenze dirette della pandemia di SARS-CoV-2 sulle attività Ho.Re.Ca. riguardano in particolare la minore affluenza dei consumatori e il calo del fatturato unito alla necessità investire risorse per adeguarsi alle nuove normative.
