Analisi ed evoluzione del welfare state nell’Europa centro-orientale.

The elaborate of my university thesis focuses on the analysis of the welfare state and its evolution on the European continent starting from the 19th century, in particular on the structure of the welfare state in the ex-socialist countries after the 1989 transition. It will focus initially on the definition of the welfare state and its evolution in Western European countries, the first on the continent to have developed an efficient welfare system over time. The remaining paper focuses on the post-communist transition of the countries of Eastern and Central Europe, analysing the transition process and the global and European effects that have influenced the entire transitive process. Unlike the typical Western welfare systems, characterized by fragmented national realities, dating back to the end of the 19th century, the transition of the welfare state in the CEE countries proved to be far more complex and forced. The elaborate will try, by analysing some variables, to compare the main areas of the welfare state of the ex-socialist countries with those of Western Europe, trying to answer the search for a different or associable welfare regime with respect to the pre-existing ones. Finally, after considering some fundamental aspects, such as productive systems and social conditions, it will analyse three case studies. In each case, it will try to rebuild the welfare system that existed before the transition and the related changes after 1989, trying to categorize them into a new or existing welfare model.

L’elaborato della mia tesi si concentra sull’analisi del welfare state e sulla sua evoluzione nel continente europeo a partire dal XIX secolo, in modo particolare sulla struttura del welfare state nei paesi ex-socialisti all’indomani della transizione del 1989. In particolare, in un primo momento, si concentrerà sulla definizione dello stato sociale e sulla sua evoluzione nei paesi europei occidentali, i primi nel continente ad aver sviluppato nel tempo un efficiente sistema di welfare. Il restante elaborato verte sulla transizione post-comunista dei paesi dell’est e centro Europa, analizzando il procedimento di transizione e gli effetti sia globali che europei che hanno influenzato l’intero processo transitivo. A differenza dei welfare tipici occidentali, caratterizzati da realtà nazionali frammentata, risalenti già alla fine dell’800, la transizione dello stato sociale nei paesi CEE si è rivelata di gran lunga più complesso e artificiosa. L’elaborato cercherà, prendendo in analisi alcune variabili, di paragonare i principali ambiti del welfare state dei paesi ex-socialisti con quelli europei occidentali, provando a rispondere alla domanda di ricerca di un regime di welfare differente o associabile rispetto ai preesistenti. Infine, dopo aver considerato alcuni aspetti fondamentali quali sistemi produttivi e condizioni sociali, analizzerà tre casi studio. Per ogni caso studio cercherà di ricostruire il sistema di welfare preesistente alla transizione e i relativi cambiamenti dopo il 1989, cercando di categorizzarli in un modello di welfare, nuovo o già esistente.
