Gli spazi occupati: una risorsa contro l’esclusione dai servizi del welfare

The theme of the paper is that of squat for residential purposes, specifically how these realities can be a source of resources and agency for those who have experienced the loss of their home and have been excluded from institutional housing solutions. The present work begins with an analysis of the current issues related to housing (the growing phenomenon of evictions, the inadequacy and scarcity of social housing), as a consequence of the welfare transformations of recent decades. Then, the phenomenon of squats, their structure, and the political meaning of such actions are presented, with the aim of dismantling the criminalizing rhetoric to which these realities are subjected. Finally, the story of Spazio Popolare Neruda, a squat in Turin, is told through the voices of some of its residents, collected through qualitative interviews.

Il tema dell'elaborato è quello degli spazi occupati a scopo abitativo, in particolare come queste realtà possano essere una fonte di risorse e agency per coloro che hanno vissuto la perdita della casa e sono statɜ esclusɜ da soluzioni abitative istituzionali. Nel presente scritto si parte da un'analisi delle attuali problematiche legate all'abitare (il crescente fenomeno degli sfratti, l’inadeguatezza e scarsità degli alloggi di edilizia sociale), conseguenti alle trasformazioni del welfare degli ultimi decenni. Si presenta poi il fenomeno delle occupazioni, la loro strutturazione e il senso politico di tali azioni, con l'intento di smontare la retorica criminalizzante a cui tali realtà sono soggette. Infine si racconta dello Spazio Popolare Neruda, un'occupazione abitativa di Torino, attraverso le voci di alcunɜ abitanti, raccolte tramite interviste qualitative.
