Cittadinanza europea e Interrail: un'indagine sul grado di conoscenza tra i giovani.

European citizenship and the rights linked to it, in particular those aimed at young people and their development in order to form "European citizens", are the subject of this work. An attempt has been made to explain the what was the path that over the years has had to face in order to arrive at the formation of European citizenship and to analyze one of the fundamental freedoms, namely the free movement of persons. These two macro-topics will be used to introduce the Interrail topic. The level of knowledge of these topics among young people is a fundamental prerequisite for assessing the impact of services that facilitate the exercise of fundamental rights such as the free movement of persons. One of these services with the longest history is Interrail, which is particularly aimed at young people. It was interesting to propose this topic, especially to young people, because although it appears to be a well-known subject, in reality it is not and it would certainly deserve much more attention, as it also coinsiste in a very advantageous tourist offer for those who use it, insofar as it has many offers and travel opportunities for young people and not only. In order to verify the previous assumptions, a specific questionnaire has been drawn up in two sections: the first regarding general knowledge of the topic of "European citizenship" and related rights, the degree of interest and adherence to the costitutive principles; the second focused on knowledge, judgment of adequacy and areas for improvement of the Interrail service. This questionnaire was shared with the coordinating teachers of the classes of the various scientific, linguistic and classical addresses and administered through the Google Form platform to the students of the Liceo San Giuseppe Calasanzio of Carcare, under the approval of the school manager. The results collected and analyzed are presented in a more general context that starts from a brief historical excursus on European citizenship and its rights and the jurisprudential evolution of the same through various judgments of the Court of Justice, which have been essential to try to define and expand the concept of "European citizen" and also to fill some gaps in the legislative systems of Member States and the Union. The final objectives are to increase young people's knowledge of such important issues relating to their rights and the practical means of exercising them. And in any case, at least to stimulate their curiosity.

La cittadinanza europea ed i diritti ad essa collegati, in particolare quelli rivolti ai giovani e al loro sviluppo teso a formare “cittadini europei”, sono l’oggetto del presente lavoro. Si è cercato di spiegare quale sia stato il percorso che negli anni si è dovuto affrontare per far sì che si giungesse alla formazione della cittadinanza europea e di analizzare una delle libertà fondamentali, cioè la libera circolazione delle persone. Questi due macroargomenti serviranno per introdurre l’argomento Interrail. Il livello di conoscenza di questi temi presso i giovani rappresenta un presupposto fondamentale per valutare l’impatto di servizi di facilitazione nell’esercizio di diritti fondamentali quali la libera circolazione delle persone. Uno di questi servizi con maggiore e lunga storia è Interrail che si rivolge particolarmente ai giovani. E’ stato interessante proporre questo argomento, soprattutto ai giovani, poiché nonostante risulti essere un argomento conosciuto, in realtà non lo è e meriterebbe sicuramente molta più attenzione, poichè coinsiste anche in un’offerta turistica molto vantaggiosa per chi ne usufruisce, nella misura in cui offre molte offerte ed opportunità di viaggio per i giovani e non solo. Per verificare gli assunti precedenti è stato redatto uno specifico questionario in due sezioni: la prima riguardante la conoscenza generale del tema “cittadinanza europea” e dei diritti collegati, del grado di interesse e di adesione ai principi costitutivi; la seconda focalizzata sulla conoscenza, giudizio di adeguatezza e aree di miglioramento del servizio Interrail. Tale questionario è stato condiviso con le insegnanti coordinatrici delle classi dei vari indirizzi scientifico, linguistico e classico e somministrato, attraverso la piattaforma Google Form agli studenti del Liceo San Giuseppe Calasanzio di Carcare, sotto l’approvazione della dirigente scolastica. I risultati raccolti e analizzati sono presentati in un contesto più generale che parte da un breve excursus storico sulla cittadinanza europea e i suoi diritti e l’evoluzione giurisprudenziale degli stessi attraverso varie sentenze della Corte di giustizia, le quali sono state fondamentali per cercare di definire ed ampliare il concetto di “cittadino europeo” e anche per colmare alcune lacune presenti negli ordinamenti legislativi degli Stati membri e dell’Unione. Gli obiettivi finali sono da riferirsi ad un aumento della conoscenza fra i giovani di temi così importanti relativi ai loro diritti ed ai mezzi pratici per poterli esercitare. Ed in ogni caso quantomeno a stimolare la loro curiosità.
