The education market, like any market, is regulated and influenced by a large number of factors. The development of the local education market goes hand in hand with the processes of socio-economic development. Institutional factors play an important role in a comprehensive analysis of education market transformation. from an institutional point of view, the most important aspect of change in higher education is its evolution, i.e. improving the nature of education that becomes closer to the new demands of society. The aim of the study is to identify the impact of institutional factors on the transformation of the educational market in the region in order to reduce asymmetry in the higher education market. The study is acquiring a new relevance due to current trends in the Russian education market. Public authorities are directly influencing universities at the regional and federal levels, changing their structure and forcing universities to adapt urgently to new conditions. Contradictions and problems within and outside the education system raise questions on the functioning and development of high educational institutions, their networks and lifelong learning systems in local education markets.
