I SERVIZI SOCIALI IN VALLE D'AOSTA. ASPETTI ECONOMICO-FINANZIARI E ORGANIZZATIVI: LA "CARTA DEI SERVIZI SOCIALI" E LA VALUTAZIONE DELLA QUALITA'.

The object of study of the following elaborated want to examine some aspects of economic, financial, institutional and organizational changes that over time have structured the system of social services in a specific territory, the Autonomous Region of Valle d'Aosta. For the analysis of these aspects has been necessary to carry out a survey of the supply of social services, promoted and supported by the Region, first through the planning process resource and then with the funding of programs and projects presented by the various local authorities, associations voluntary, or private citizens. The question which you try to answer is: "what criteria and on what basis are the loans disbursed?" In relation to social policies you want to know the actors, the activites they promoted, the tools and modes of partnership. From research should emerge that work together for the realization of social policies, namely the formulation and implementation of the objectives, public institutions and civil society actors engaged in territorial areas. Decisions would be the result of negotiation processes, in which all stakeholders would find around a table to overcome, through consultation, any impasse that otherwise might block any decision-making process. After a brief presentation of the Aosta Valley region in its various geographical, social, political and administrative aspects, is briefly traced the history of the 'helping the poor' in Valle d'Aosta. Then you will consider the parties involved in the institutional and social area, with their functions and responsibilities in relation to the changing of various legislative reforms. You will illustrate the forms, the tools and procedures for the participation of local decision-making processes for the identification of problems, implementation of integrated models of collaboration and sharing of objectives and resources, the search for means of detection the results achieved, in order to respond properly to the needs of the Aosta Valley community. With reference to the framework law 328/2000 and to the tools of programming, you will illustrate the socio-regional health plan, focusing on the detection of social welfare, the evaluation of needs and projects and the relative allocation of financial resources. To understand concretely their allocation for the implementation of projects, you will consider the case of a local authority (the municipality of Sarre), relating to social policies, drawing information from the main policy documents, the Chart of Accounts of production factors, the Financial forecast, with reference to the program mandate, the forecasting and Planning Report, the Executive Plan management and performance Evaluation. With reference to the region and the provision of social services in the different thematic areas (early childhood, children, the elderly, disabled, addicts, family and immigrants), the observation will conclude with the production of the "Charter of Social Services"and the formulation of a questionnaire useful to detect the quality.

ABSTRACT L'oggetto di studio del seguente elaborato vuole esaminare alcuni aspetti economici, finanziari, istituzionali e organizzativi che nel tempo hanno strutturato il sistema dei servizi sociali in un preciso territorio, la Regione Autonoma Valle d'Aosta. Per l'analisi di tali aspetti è stato necessario effettuare una ricognizione dell'offerta dei servizi sociali, promossa e sostenuta dalla Regione, prima attraverso il processo pianificatorio delle risorse e successivamente con il finanziamento di programmi e progetti presentati dai vari enti locali, dalle associazioni di volontariato, o da privati cittadini. La domanda cui si cerca di dare una risposta è: con quali criteri e su quali basi vengono erogati i finanziamenti? In rapporto alle politiche sociali si vogliono conoscere gli attori, le istanze da questi promosse, gli strumenti e le modalità di concertazione. Dalla ricerca dovrebbe emergere che lavorano insieme per la realizzazione delle politiche sociali, vale a dire la formulazione e l'implementazione degli obiettivi, istituzioni pubbliche e attori civili impegnati in ambiti territoriali circoscritti. Le decisioni sarebbero il frutto di processi di negoziazione, in cui tutte le parti interessate si troverebbero attorno ad un tavolo per superare, attraverso la concertazione, eventuali impasse che altrimenti finirebbero per bloccare qualsiasi processo decisionale. Dopo una brevissima presentazione del territorio valdostano nei suoi diversi aspetti geografici, sociali, politici e amministrativi, si ripercorrerà brevemente la storia recente dell' 'assistenza ai poveri' in Valle d'Aosta. Successivamente si prenderanno in considerazione i soggetti coinvolti in ambito istituzionale e sociale, con le relative funzioni e competenze in rapporto all'avvicendarsi delle varie riforme legislative. Si illustreranno poi le forme, gli strumenti e le modalità di partecipazione degli enti locali ai processi decisionali, per l'individuazione di problemi, l'implementazione di modelli integrati di collaborazione e di condivisione di obiettivi e di risorse, la ricerca di strumenti di rilevazione dei risultati raggiunti, al fine di rispondere convenientemente ai bisogni della comunità valdostana. Con riferimento alla legge quadro 328/2000 e agli strumenti della programmazione, si illustrerà il Piano socio-sanitario regionale, ponendo l'attenzione alla rilevazione del benessere sociale, alla valutazione del bisogno e dei progetti e all'assegnazione delle risorse finanziarie. Per comprenderne concretamente la loro allocazione per la realizzazione di progetti, si considererà il caso di un ente locale (il Comune di Sarre), relativamente alle politiche sociali, traendo informazioni dai principali documenti programmatici: il Piano dei conti dei fattori produttivi, il Bilancio di previsione, con riferimento al Programma di mandato, la Relazione previsionale e programmatica, il Piano esecutivo di gestione e la Valutazione delle performance. Con riferimento al territorio regionale e all'offerta di servizi sociali nelle diverse aree tematiche, (prima infanzia, minori, anziani, handicap, dipendenti da sostanze, famiglia e immigrati), l'osservazione si concluderà con la produzione della "Carta dei Servizi Sociali" e la formulazione di un questionario utile a rilevarne la qualità.
