The formation of knowledge is one of the main drivers for economic growth. It is known that experiences acquired by skilled citizens by living abroad is an important way to enhance this knowledge in the home countries, resulting in positive externalities, spillovers, innovation and the spread of new technologies for the remaining population. The increase of skilled individuals flow has raised many questions for country policy makers regarding the formation and the retainment of a national knowledge capital. In this context, this master's thesis aims to compare the migration policies focused on high skilled migrants in Brazil and China. Whereas the first presents an unstructured policy mindset and goals, China has been conducting over the past 20 years an assertive and active program for Chinese returnees. Better results are achieved when the country has a strong national strategy that combines policies to encourage its nationals to gain better education and skills abroad, with strong incentives to attract these skilled talents back to their home country. In this perspective, the Brazilian policy makers still have a long path to pursue.
