La catena delle responsabilità in materia di sicurezza del lavoro nel settore cinema audiovisivo

With regard to health and safety in the workplace, there is an urgent need to address the growing difficulties faced by workers in the film industry in applying the mandatory provisions set out in Law 81/2008. There is also the problem of identifying the safety-related responsibilities in the event of accidents and occupational diseases within the complex structure of a film set, given the number of professional figures and work activities carried out simultaneously in the same workplace. This problem is inevitably linked to the need to deepen and broaden the training of industry professionals on health and safety in the workplace. The lack of literature and statistical surveys on occupational accidents and diseases in the film industry suggests a lack of attention to the phenomenon and calls for the development of new policies and strategies to promote occupational health and safety in the film industry. After a brief introduction to the general context and to the existing occupational safety regulations, this work analyzes the specific distribution of responsibilities. The information gathered through an interview and a survey conducted among workers in the film industry is used to determine the level of knowledge about the subject in the field and, more specifically, in the working environment of a production set. The results of the survey demonstrate that safety at work is an issue of fundamental importance in every production sector, including the cinema and audiovisual sector. However, the culture of safety and prevention is still underrepresented. This research shows how, even in a highly specialized production sector (in terms of professions and skills) such as the film industry, the figure of the Prevention Technician plays a fundamental role in safety management and planning, which is crying out for greater attention and application in this creative production sector.

Sul tema della sicurezza e salute nei luoghi di lavoro, emerge l’imminente necessità di far fronte a una sempre più crescente difficoltà, da parte degli operatori del settore cinematografico, nell’applicare gli obblighi normativi del D.Lgs. 81/2008 e individuare le responsabilità legate alla sicurezza, a seguito di infortuni e malattie professionali, all’interno della complessa struttura, per numero di figure professionali e attività lavorative svolte contemporaneamente nello stesso luogo di lavoro, di un set cinematografico. Questo problema, si lega inevitabilmente alla necessità di approfondire e ampliare la formazione degli “addetti ai lavori” del settore in materia di salute e sicurezza nei luoghi di lavoro. La mancanza di letteratura e di indagini statistiche riguardanti gli infortuni sul lavoro e le malattie professionali nel comparto del cinema, suggeriscono una scarsa attenzione al fenomeno e rendono necessarie lo sviluppo di nuove politiche e strategie di promozione della salute e sicurezza sul lavoro all’interno del settore cinematografico. Dopo una breve introduzione al contesto di riferimento e alle normative esistenti sulla sicurezza sul lavoro, l’elaborato analizza le responsabilità specifiche e, tramite l’utilizzo di una intervista e un questionario rivolto ai lavoratori del settore, si utilizzano le informazioni raccolte per stabilire il livello di conoscenza dell’argomento trattato all’interno del comparto e, nello specifico, dell’ambiente di lavoro del set cinematografico. I risultati del sondaggio dimostrano che la sicurezza sul lavoro è un tema di fondamentale importanza in ogni settore produttivo, compreso quello cineaudiovisivo, nel quale però la cultura della sicurezza e della prevenzione, sono ancora poco presenti. La ricerca dimostra come, anche in un comparto produttivo altamente specializzato (a livello di professioni e specificità del lavoro) come quello del cinema, la figura del Tecnico della Prevenzione si inserisce come ruolo fondamentale per la gestione e programmazione della sicurezza, che richiede a gran voce una maggiore attenzione e applicazione in questo creativo settore di produzione.
