Innovare per valutare: il ruolo della valutazione nei servizi per la disabilità

Social innovation is still considered today as a frontier object by various social sciences. It has been observed, studied thoroughly and re-evaluated, and it seems to be the answer to all the unanswered critical issues still present in our society. The thesis aims to reflect on the various definitions and approaches through which social innovation can be studied scientifically and the processes that interests it. Secondly, how does social innovation relate to the evaluation of services and what possible connection might there between these two aspects. In this paper, social innovation meets with evaluation processes to try to find the right balance capable of creating value in organizations. Starting from these assumptions, the elements that triggered the interest in innovation and the assessment of the quality of services will be investigated at a macro level, and how these reflect specifically on the services for disability. The common thread that binds the thesis is the description of an innovative project done at the local disability education center in Asti, an observation of the elements that connect this project to the theory described above will be conducted. How much, therefore, can innovating through the assessment of the quality of a service be effective and can help services, particularly those aimed at disabilities, to improve management and consequently the services per se. The thesis aims to contribute to the answer to this question.

L’innovazione sociale è ancora oggi considerata come un oggetto di frontiera da diverse scienze sociali. Osservata, studiata e rivalutata sembra essere la risposta a tutte le criticità ancora irrisolte presenti nella società. La tesi vuole riflettere sulle varie definizioni e gli approcci attraverso i quali più essere studiata scientificamente e i processi che la interessano. In secondo luogo, come essa si connette alla valutazione dei Servizi e che collegamento vi è tra questi due aspetti. In questo elaborato, l’innovazione sociale s’incontra con i processi di valutazione per cercare di trovare il giusto equilibrio in grado di creare valore nelle organizzazioni. Partendo da questi presupposti si andranno ad indagare a livello macro gli elementi che hanno dato avvio all’interesse per l’innovazione e alla valutazione della qualità dei servizi per poi arrivare a discutere nello specifico dei servizi per la disabilità. Il filo conduttore che accompagna la trattazione è la descrizione di un progetto innovativo svolto presso l’educativa territoriale disabilità di Asti, si condurrà un’osservazione degli elementi che connettono questo progetto alla teoria prima descritta. Quanto, dunque, innovare attraverso la valutazione della qualità può essere efficace e può aiutare i servizi, in particolare rivolti alla disabilità, a migliorare la gestione e di conseguenza l’offerta dei servizi stessi? La tesi ha l’obiettivo di contribuire alla risposta di questo interrogativo.
