La sicurezza in agricoltura: le nuove proposte per il territorio dell’ASL TO4

In previous years, the analysis of statistical data highlighted how the activity of the agricultural sector remained among those with a high accident risk, both due to the high frequency of accidents and the severity of the same; consequently it was necessary to devise and implement a regional project for prevention in agriculture in order to reduce accidents and to improve the working conditions of the sector itself. The TO4 ASL was not immediately included in the five ASLs considered pilot by this project and therefore it was decided to draw up one for the territory of this Healthcare Company in order to further reduce the high number of accidents in agriculture. The general objective of the thesis is to devise preventive measures and actions aimed at reducing the number of accidents in the agricultural sector in the territory of ASL TO4 and to promote compliance with safety regulations in the workplace. To achieve this macro-objective, other intermediate objectives have been planned that are useful for achieving the purpose, such as: collecting information on the agricultural sector, analyzing the current accident situation and contacting the pilot ASLs of the Piedmontese agriculture project. In order to achieve the final goal, the thesis work was divided into three fundamental parts: Research, Management and Monitoring. Each part was made up of indispensable actions for obtaining the project for the TO4 ASL and, more generally, to contribute to the reduction of accidents. The research part consisted of an analysis of the documentation present (both regulatory and other sources) to better understand the reality of the sector, the processing of the data present on the INAIL Databases to better identify the accident situation in Piedmont and the 'interview with some Prevention Technicians of the five ASLs defined agricultural in the Piedmontese regional project to learn about their work over the years. The part relating to Management is dedicated to the presentation of the project proposed for the territory of ASL TO4; in the report, the measures identified are divided into three main parts, each with the preventive actions explained in detail, with the presentation of a novelty for the Piedmont area. The most important preventive actions consist of: training for the operators of the S.Pre.S.A.L. ASL TO4, training and awareness of workers in the sector and information. The third part of the thesis is then dedicated to the continuous monitoring of the results obtained from the actions implemented to reduce accidents in the agricultural sector.

Negli anni precedenti, l’analisi dei dati statistici metteva in evidenza come l’attività del comparto agricolo permanesse tra quelle ad elevato rischio infortunistico, sia per l’alta frequenza di infortuni che per la gravità degli stessi; di conseguenza è stato necessario ideare ed attuare un progetto regionale per la prevenzione in agricoltura al fine di ridurre gli eventi infortunistici e di migliorare le condizioni lavorative del comparto stesso. L’ASL TO4 non è stata ricompresa sin da subito nelle cinque ASL considerate pilota da tale progetto e pertanto si è deciso di stilarne uno per il territorio di tale Azienda Sanitaria in modo da ridurre ulteriormente l’elevato numero di infortuni in agricoltura. La tesi si pone come obiettivo generale quello di ideare misure ed azioni preventive atte a diminuire il numero degli eventi infortunistici nel settore agricolo nel territorio dell’ASL TO4 e di promuovere il rispetto delle norme di sicurezza negli ambienti di lavoro. Per il raggiungimento di tale macro-obiettivo sono stati pianificati altri obiettivi intermedi utili per il raggiungimento dello scopo, come ad esempio: la raccolta di informazioni sul comparto agricolo, l’analisi della situazione infortunistica attuale e contattare le ASL pilota del progetto agricoltura piemontese. Al fine di raggiungere l’obiettivo finale, il lavoro di tesi è stato suddiviso in tre parti fondamentali: Ricerca, Gestione e Monitoraggio. Ogni parte si è composta di azioni indispensabili per l’ottenimento del progetto per l’ASL TO4 e, più in generale, per contribuire alla riduzione degli eventi infortunistici. La parte di ricerca si è composta di un’analisi della documentazione presente (sia normativa che di altre fonti) per comprendere meglio la realtà del comparto, dell’elaborazione dei dati presenti sulle Banche Dati INAIL per meglio identificare la situazione infortunistica in Piemonte e dell’intervista ad alcuni Tecnici della Prevenzione delle cinque ASL definite agricole nel progetto regionale piemontese per apprendere il loro operato negli anni. La parte relativa alla Gestione è dedicata alla presentazione del progetto proposto per il territorio dell’ASL TO4; nell’elaborato le misure identificate vengono suddivise in tre parti principali, ognuna poi con le azioni preventive spiegate nel dettaglio, con la presentazione di una novità per il territorio piemontese. Le più importanti azioni preventive sono costituite da: formazione rivolta agli operatori della Struttura complessa S.Pre.S.A.L. dell’ASL TO4, formazione e sensibilizzazione dei lavoratori del comparto ed informazione. La terza parte della tesi viene dedicata poi al monitoraggio continuo dei risultati ottenuti dalle azioni messe in campo per ridurre gli infortuni nel comparto agricolo.
