Il contributo delle politiche ambientali per lo sviluppo della welfare economy: La dimensione sociale del Green Deal Europeo

The scope of this piece of work is to understand the role of environmental policies in the development of a more equitable economy aimed at increasing social welfare, focusing in particular on the policies of the European Green Deal. The aim is to investigate whether the environmental policies contained in the European Green Deal theoretically have the necessary characteristics to guarantee an improvement in social welfare as well as in environmental conditions. In order to do this, several aspects have been examined : firstly, it will be explained what the European Green Deal consists of, what it entails, and how the measures contained will be financed. Then different approaches to the Green Economy that provide different levels of social protection will be explained. They will then be compared with the European approach to understand the level of social protection provided by the latter. Next, the reasons why green policies are necessary and the benefits they can bring at the socio-economic level will be explained. Finally, the theoretical principles for a just transition that protects the most fragile segments of the population will be analysed. These will then be compared with the main aspects of the European Green Deal, to assess whether in theory it can contribute to the development of a more socially just economy.

L’obiettivo di questo elaborato è comprendere il ruolo delle politiche ambientali nello sviluppo di un’economia più equa che miri all’aumento del benessere sociale, concentrandosi in particolare sulle politiche del Green Deal Europeo. Si vuole indagare se le politiche ambientali contenute nel Green Deal Europeo abbiano almeno a livello teorico le caratteristiche necessarie per garantire un miglioramento del benessere sociale, oltre che delle condizioni ambientali. Per fare ciò, verranno analizzati diversi aspetti da tenere in considerazione parlando della transizione ecologica: in primo luogo verrà illustrato in cosa consiste il Green Deal Europeo, che cosa esso comporta e come verranno finanziate le misure contenute al suo interno. In seguito verranno illustrati diversi approcci alla Green Economy che forniscono diversi livelli di protezione sociale, e verranno messi a confronto con l’approccio europeo per capire il livello di protezione sociale fornita da quest’ultimo. Successivamente verranno esposte le ragioni che rendono necessarie l’adozione di politiche green e i benefici che esse possono apportare a livello socio-economico. Infine, verranno analizzati i principi teorici per una transizione giusta che tuteli le fasce più fragili della popolazione. Essi verranno poi messi a confronto con gli aspetti principali del Green Deal Europeo, per valutare se a livello teorico esso possa contribuire allo sviluppo di un’economia socialmente più giusta.
