Dopo la pubblicazione della costituzione cinese redatta nel 1954, anche i rappresentanti locali hanno iniziato a riunirsi a Pechino una volta all'anno per discutere di politica con il governo. La prima volta che questo tipo di riunione si è tenuta nel settembre 1954, durante la quale tutti i rappresentanti dei cittadini di tutto il paese hanno votato per essere d'accordo con la costituzione redatta dal governo, che, storicamente, è conosciuta come la Costituzione del 1954. Dopo il successo del primo incontro con i rappresentanti, il partito al potere si rese conto che questo Congresso era un mezzo molto importante per collegare i cittadini del paese e riunirli per decidere su decisioni importanti per la comunità. Quindi, da questo momento in poi, i rappresentanti locali parteciparono alle decisioni politiche attraverso incontri diventati una cosa regolare, in cui i rappresentanti dei cittadini votarono una serie di nuove politiche e leggi da introdurre pubblicamente. Ci sono due riunioni importanti in Cina, uno dei quali è il congresso nazionale dei rappresentanti del popolo e il secondo è il congresso nazionale della consulta politica, entrambi hanno una funzione politica simile per consentire ai rappresentanti del popolo di partecipare al processo decisionale attraverso il voto. Tuttavia, nell'uso di questa funzione, le due assemblee sono un po' diverse in quanto le persone che votano nel Congresso Nazionale dei rappresentanti del popolo sono rappresentanti locali eletti dai cittadini come elettori nei congressi locali, mentre le persone che votano nei Congressi Nazionali della Consulta Politica sono quelle che possono rappresentare il partito al potere, altri partiti, organizzazioni della società civile, minoranze etniche e persone senza affiliazione di partito. Ciò significa che il congresso sarà più autorevole dei congressi nazionali dei rappresentanti del popolo, poiché questi delegati sono il nucleo delle persone elette da ogni partito, mentre i congressi nazionali della consulta politica saranno un congresso delle persone relativamente potenti all'interno di ogni partito. La frequenza dei congressi nazionali della consulta politica è una volta all'anno, e può essere convocata temporaneamente in caso di eventi politici imprevisti. I due congressi avranno anche la funzione di controllare l'amministrazione del partito al potere, oltre a sorvegliare il grado di pratica delle politiche da attuare e delle disposizioni legali adottate nei congressi ogni anno.

After the first meeting with representatives was successfully held, the ruling party realised that this Congress was a very important medium to connect the citizens of the country and bring them together to decide on decisions of importance to the community. Hence, from this time onwards, the local representatives took part in deciding politics through meetings became a regular thing, in which citizens' representatives voted on a number of new policies and laws to be introduced publicly. There are two important meetings in China, one of which is the National congresses of people's representatives and the second is the National congresses of Political Consultative, both of which have a similar political function to enable the people's representatives to take part in decision-making by way of voting. However, in the use of this function, the two assemblies are somewhat different in that the people who vote in the National Congress of people’s representatives are local representatives elected by the general public as voters in the local congresses, whereas the people who vote in the National congresses of Political Consultative are those who can represent the ruling party, other parties, civil society organisations, ethnic minorities and people without party affiliation. This means that the congress will be more authoritative than the National congresses of people's representatives, as these delegates are the core people elected by each party, and the National congresses of Political Consultative will be a congress of the relatively powerful people within each party. The frequency of the National congresses of Political Consultative is once a year, and it may be convened on a temporary basis in the event of unexpected political events. The two congresses will also have the function of monitoring the ruling party's administration, as well as overseeing practice degree of the policies to implement and legal provisions adopted at the congresses each year.
