Historically, the Multiannual Financial Framework is a fundamental tool for the EU to define the annual budget for the next seven years, in which it is possible to outline the main political priorities of the EU at that time. Since the creation of the European Union, it was a very important instrument and nowadays it has further grown in importance, especially as a tool to address all the challenges that the modern world presents. In fact, the purpose of the paper is to understand how an extraordinary event such as the outbreak of the Covid-19 crisis influenced the negotiation and the definition of the new MFF. After an overview of how the MFF works and all its features, the paper analyses the original proposal made by the Juncker’s Commission in 2018 in order to confront it with the renewed proposal of the newly elected head of the Commission, Ursula Von Der Leyen, which had to deal with all the economic and social consequences of the Covid-19. We see that, despite the disastrous consequences caused by the Coronavirus emergency, such situation led to the definition of an unprecedented MFF not only in terms of amount of resources, but also in terms of contents. In particular, the new MFF is an opportunity not only to make a strong push towards desirable policies such as digitization and the green economy, but also it can be the springboard from which the EU can take the necessary leap to become a more integrated and political as institution.

Abstract
