Il sistema di gestione delle emergenze negli eventi pubblici, studio di un caso

Handling security in public events is in focus since June 3rd 2017, when the daily press brought to the attention this thorny topic, which had never been dealt with in depth before. Our national territory has a security background related to the organization of the operators working for the realization of the event, thus leaving aside other important factors, such as the users’ safety. The thesis focuses therefore on two important questions. How can we help the user in case of an emergency? and, above all, Which tools can be provided to the participants so that they can react consciously to the dangers caused by panic?. Sociotechnical systems are currently characterized by deep and sometimes unknown connections among humans, technology and organization. As this structure is complex, the accidents that can affect them are various and complex too. The security of a system is then not a simply result of a procedure, but it has to be promoted by knowing the variability of the people potentially exposed, understanding how they interact and how they think when they are immersed in the complexity of the context. In this case study, I used the check list to identify any discrepancies between what was designed and what has been achieved in the field. The check list is a very useful tool for the end-users, which is drawn up and compiled by specialists. The study showed that the communication of safety standards before each event is another essential aspect for the success of the day. The application “Save Yourself” is therefore born from this idea, which has been developped and designed. “Save Yourself” is a preparatory tool, provided to the users before the event. The partecipants are thus warned about possible risks and have at their disposal safety standards and best practices to which they have to stick to in case of an emergency. Another idea to support in case of an unexpected event is the development of a QR code through which users can receive specific emergency information in relation to the area in which they are located.

A partire dal 03/06/2017, la cronaca quotidiana ha portato all’attenzione un argomento spinoso mai o solo superficialmente affrontato prima: la gestione della sicurezza negli eventi pubblici. Tutto il territorio nazionale è caratterizzato, quindi, da un background di sicurezza in relazione all’organizzazione degli operatori che lavorano alla realizzazione dell’evento, tralasciando altri fattori importanti come, ad esempio, la sicurezza degli utenti. A tal proposito, questa tesi si concentra su due importati quesiti: Come si può aiutare l’utente in caso di emergenza? e soprattutto Quali strumenti fornire ai partecipanti di un evento perché possano avere una reazione il più consapevole possibile in caso di pericoli legati al panico?. Gli odierni sistemi sociotecnici sono caratterizzati da profonde e talvolta ignote connessioni tra elemento umano, tecnologia e organizzazione. Si tratta di strutture complesse, pertanto sono vari e complessi anche gli incidenti che possono verificarsi. La sicurezza di un sistema non è il mero risultato di una procedura, ma si promuove conoscendo le variabili delle persone potenzialmente esposte, comprendendo come interagiscono e come ragionano quando sono immerse nella complessità del contesto. Nello studio del caso affrontato, ho utilizzato la check list come strumento utile all’individuazione di eventuali difformità tra quanto progettato e quanto realizzato sul campo. La check list è infatti uno strumento redatto e compilato da specialisti che ha come beneficiario l’utente finale. Lo studio ha dimostrato che la comunicazione delle norme di sicurezza prima dell’evento è un altro aspetto di fondamentale importanza per la buona riuscita della giornata. L’applicazione Save YourSelf nasce quindi proprio da questa idea, che è stata poi sviluppata e progettata. I partecipanti sono così avvertiti dei possibili rischi e hanno a loro disposizione delle buone prassi di sicurezza e condotta che devono mantenere in caso di emergenza. Un'altra altra idea, nata anch’essa per favorire l’utente in caso di emergenza, è lo sviluppo di un QR code attraverso il quale può ricevere le informazioni di emergenza specifiche riguardanti l’area in cui si trova.
