Se la tua colf fosse un ingegnere nucleare? La sovraqualificazione degli immigrati europei: trasferibilità del capitale umano e libertà di circolazione

Article 45 TFEU states that within the European Union "freedom of movement shall entail the abolition of any discrimination based on nationality between workers of the Member States as regards employment, remuneration and other conditions of work and employment". According to the 2010/11 OECD Database on Immigrants, we show that, despite the European legislation, there is a significant phenomenon of overqualification of European immigrants in the countries that belong both to the UE and OECD - countries with higher rates of immigration. We try to explore and analyze, then, the reasons of this: in particular, imperfect transferability of human capital, rigidity of labor market environments and discrimination. Consequently, some policy recommendations to resolve this matter include immigrant training, positive migrants selections by national administrations, systems of assessment and recognition of foreign acquired educational degrees, such as the Bologna process.
