This research work aims to analyze the responses, at different scales, of the authorities to the COVID-19 pandemic. This analysis covers a difficult management of the pandemic at first, explainable by a lack of information, cooperation but also a lack of time to put in place effective measures despite the international standards already in place to fight against pandemics and epidemics. As a result, the nations of the world had tended to take restrictive and protectionist measures, far from the idea of cooperation and assistance advocated by the World Health Organization. This isolationist trend will tend to fade, particularly among the countries of the European Union, because the EU will put in place various measures to assist its Member States and lead a common response to a crisis that goes beyond national borders. To go further, this research work offers a comparative analysis of the management of the COVID-19 crisis between France and the United Kingdom and the economic consequences, highlighting the measures taken by these two countries, entering into an urgent legislative framework in order to safeguard the economy. Although, they had a similar approach in their management, the economic consequences will be very different, this can be explained in particular by BREXIT but also by the assistance of the European Union. Finally, this work seeks to demonstrate whether the competent authorities have learned from their mistakes and would be able to confront a problem similar to COVID-19.
