Criminalità e stadi. Un'analisi sociologica a partire dalla teoria della neutralizzazione

The thesis focuses on the theoretical construct of the neutralization techniques conceived by sociologists Sykes and Matza starting from 1957. They are applied to the crime and delinquency of groups of fans who, in and near stadiums, often carry out acts of violence and aggression towards other fans or the police. In particular, the internalized motivations and justifications underlying deviant behaviors are analysed, also taking into consideration the effect that these delinquent behaviors have on public opinion and how these events are conveyed by information agencies and the media. Another focal point of the thesis lies in the analysis of the responses that the legislator has put in place in order to address the problem, adopting solutions that obviously involved the public security authorities, above all the sports DASPO. Upon closer inspection, the objective remains to investigate the processes of criminalization that revolve around organized support and analyze how the individuals who are part of the groups, the Ultras, adopt tools of neutralization towards the legal and social norms that govern the legal system and society. Furthermore, it is analyzed how the decriminalization processes that pass through neutralizations, carried out by more or less aware delinquent fans, are suitable for providing external justifications even after the delinquent action has been carried out. In conclusion, the reader is presented with some reflections developed in the candidate's mind during the study of the materials and the drafting of the essay.

L'elaborato si concentra sul costrutto teorico delle tecniche di neutralizzazione ideate dai sociologi Sykes e Matza a partire dal 1957. Esse vengono applicate alla criminalità e delinquenza dei gruppi di tifosi che, dentro e nei pressi degli stadi, spesso compiono atti di violenza e aggressione nei confronti di altre tifoserie o delle forze dell'ordine. In particolare si analizzano le motivazioni e giustificazioni interiorizzate che stanno alla base dei comportamenti devianti, tenendo altresì in considerazione l'effetto che questi comportamenti delinquenziali hanno sull'opinione pubblica e come questi eventi vengono veicolati dalle agenzie dell'informazione e dai media. Un altro punto focale dell'elaborato sta nell'analisi delle risposte che il legislatore ha messo in campo al fine di affrontare il problema, adottando soluzioni che ovviamente hanno coinvolto le autorità di pubblica sicurezza, su tutte il DASPO sportivo. A ben vedere, l'obiettivo resta quello di indagare i processi di criminalizzazione che ruotano attorno al tifo organizzato e analizzare come gli individui che fanno parte dei gruppi, gli Ultras, adottano strumenti di neutralizzazione nei confronti delle norme legali e sociali che reggono l'ordinamento e società. Si analizza, inoltre, come i processi di decriminalizzazione che passano attraverso le neutralizzazioni, posti in essere da tifosi delinquenti più o meno consapevoli, siano idonei a fornire giustificazioni esterne anche dopo che l'azione delinquenziale è stata compiuta. In conclusione sono presentate al lettore alcune riflessioni maturate nella mente del candidato durate lo studio dei materiali e la stesura dell'elaborato.
