I tutori volontari di minori stranieri non accompagnati e l’accoglienza sul suolo torinese: l’esperienza di Civico Zero

This thesis analyzes the figure of the volunteer tutor of unaccompanied foreign minors providing a legal and territorial framework, therefore in relation to the city of Turin, the law that introduced it, namely the Zampa Law (n. 47/2017). The analysis focuses on the role of the volunteer tutor in the process of reception and integration of unaccompanied foreign children, highlighting its importance as a reference figure and link between the child and the territory itself. In doing so, the work of support and networking with the territory carried out by Save the Children as leader of the Civic Zero project will be observed to highlight how effective collaboration between public and private sector can be a resource to improve the reception and integration mechanism. Semi-structured interviews will then try to understand how the integration of unaccompanied foreign minors in Turin works and how figures of intercultural mediators, psychologists and volunteer tutors, have a positive impact on the path to autonomy and social integration of children.

Il presente elaborato analizza la figura del tutore volontario dei minori stranieri non accompagnati fornendo un inquadramento giuridico e territoriale, quindi rispetto al comune di Torino, della legge che l'ha introdotto cioè la Legge Zampa (n. 47/2017). L'analisi si concentra sul ruolo del tutore volontario nel processo di accoglienza ed integrazione dei minori stranieri non accompagnati evidenziando la sua importanza come figura di riferimento e collegamento tra il minore ed il territorio stesso. Nel fare questo, verrà osservato il lavoro di supporto e di creazione di reti con il territorio svolto da Save the Children come capofila del progetto Civico Zero per sottolineare quanto una collaborazione efficace tra enti pubblici e settore privato possa essere una risorsa al fine di migliorare il meccanismo di accoglienza ed integrazione. Attraverso interviste semi-strutturate si cercherà poi di comprendere come avviene l'inserimento dei minori stranieri non accompagnati a Torino e come le figure di mediatori interculturali, psicologi e tutori volontari, abbiano un impatto positivo sul percorso verso l'autonomia e l'integrazione sociale dei minori.
