Il rapporto tra pubblico e privato negli istituti culturali italiani. Casi di studio nel torinese

This thesis will focus on the relationship between public and private management in the Italian museum system, in its declinations, developments and characteristics of the current legislation. The work will make use of some case studies of both private and public institutions, to underline the similarities but above all the differences and criticalities at management level, with a focus on the use of available resources and how these arrive through the different funding sources. The aim is to understand which of the two managements is the most successful model, not only in general but also in the various aspects that characterize the Italian museum system. In the first part I will give a general overview of cultural heritage in Italy, touching on the most important moments that led to the current legislation on the subject. I will then go on to analyse in detail and in depth everything that the Italian legislation provides us with on the subject of the relationship between the public and private sectors, such as the Franceschini reform, the creation of the Mibact and the intervention of the private sector in the management of cultural assets. In order to better clarify and deal with the empirical cases, I have chosen to devote an entire chapter to the detailed and in-depth description of non-profit organisations in Italy. Through the corresponding legislation, I will detail the functioning of these specific bodies, in order to introduce the structure of foundations, in particular, to which the private institutions I will analyse belong. The cases I want to analyse belong to both types of management, for the private one I have considered some foundations in the city of Turin, respectively, "The Maria Adriana Polo Foundation", "The Einaudi Foundation", "The Polo del 900' Foundation", the Nocentini, Craft and Xplosiva Associations. Information and documents and above all interviews with personalities from these Turin institutions will be the material on which I will define my analysis of their management. On the basis of the information gathered and the data collected, I will make a comparative analysis of the cases studied and draw conclusions.

Questa tesi avrà come oggetto il rapporto tra la gestione pubblica e privata nel sistema museale italiano, nelle sue declinazioni, sviluppi e caratteristiche della normativa attuale. Il lavoro si avvarrà di alcuni casi studio sia di enti privati che di enti pubblici, tra cui le fondazioni e musei, per sottolinearne le similitudini ma soprattutto le differenze e le criticità a livello di gestione, con un’attenzione all'utilizzo delle risorse disponibili e come queste arrivano attraverso le diverse fonti di finanziamento. La finalità è capire quale delle due gestioni si propone come modello di maggior successo, non solo in generale ma anche sotto i vari aspetti che caratterizzano il sistema museale italiano e come tali modelli possono collaborare per raggiungere gli obiettivi previsti, (partenariato pubblico-privato). Nella prima parte farò un inquadramento generale sui beni culturali in Italia andando a toccare i momenti più importanti che hanno portato alla legislazione attuale in materia. Successivamente andrò ad analizzare nel dettaglio e in maniera approfondita tutto ciò che la normativa italiana ci fornisce in tema di rapporto tra pubblico e privato come ad esempio la riforma Franceschini, la realizzazione del Mibact e l’intervento del privato nella gestione dei beni culturali. Per meglio chiarire e affrontare la parte dei casi empirici, ho scelto di dedicare un intero capitolo alla descrizione dettagliata e approfondita degli enti senza scopo di lucro in Italia. Attraverso la corrispondente normativa, dettaglierò il funzionamento di questi enti specifici, allo scopo di introdurre la struttura delle fondazioni, in particolare, di cui fanno parte gli istituti privati che andrò ad analizzare. I casi che vorrei analizzare appartengono ad entrambe le tipologie di gestione, per quella privata ho pensato ad alcune fondazioni della città di Torino, rispettivamente, “La Fondazione Maria Adriana Polo”, “La Fondazione Einaudi”, “La Fondazione Polo del 900’”, le Associazioni Nocentini, Craft e Xplosiva. Informazioni e documenti e soprattutto interviste a personalità di questi istituti torinesi saranno il materiale sul quale definirò la mia analisi della loro gestione. Sulla base delle informazioni raccolte e sui dati raccolti, farò un’analisi di confronto sui casi studiati e trarrò delle conclusioni.
