I NEET e le politiche attive del mercato del lavoro in Europa e in Italia

The NEETs (Not in Employment, Education, nor Training) are young people aged between 15 and 29 years old who do not study nor participate in the labour market. In recent years, due to the economic crisis and the pandemic of Covid-19, young people’s situation has worsened again, especially in Italy, which registers the highest youth unemployment rate and NEET rate among the OECD countries. This dissertation analyses the NEET evolution in Europe, with a particular focus on the Italian situation. It also presents and evaluates the active labour market policies implemented by the European Union, such as the Youth Guarantee, and how they impacted the Italian youth. The focus is then set on the difficult school-to-work transition experienced by young people and on two Italian programs aimed at easing it: the School-Work Alternance program, implemented by the Italian government in 2015, and Percorsi, a local asset-building program of Fondazione Ufficio Pio della Compagnia di San Paolo, an institution that works with disadvantaged families living in Turin.
