Le sfide della valutazione di impatto sociale nel volontariato italiano: un caso studio

The thesis intends to make a contribution to the reflection on social impact assessment in voluntary organisations. Despite the obvious advantages that can derive from an evaluation practice and, despite the requests from the European Union, an analysis of the literature has shown that there is, even today, a lack of propensity for social impact evaluation on the part of Volunteering. The aim of the thesis is to investigate the factors that hinder this practice and the reasons behind the choice to undertake or not to undertake an evaluation process. In particular, this work seeks to contribute to the following questions: • What role does social impact assessment play in Italian volunteering? • What are the main factors that hinder evaluation activity in Italian volunteering? • What still needs to be done? The first introductory chapter will address the general theme of evaluation, illustrating its meaning and dimensions. The second chapter will address the more specific topic of social impact assessment in Italian volunteering. After an initial theoretical and regulatory survey on volunteering, we will proceed to analyze how widespread the evaluation practice is based on the literature and research on the topic; the main methods through which the ODV carry out evaluation will be understood, as well as the constraints and impediments of this practice. The third chapter compares the reflections that emerged with other experiences and good practices widespread in Italy. The last chapter will be dedicated to empirical research and case work. The results obtained from a survey that explored the evaluation practices adopted by the Association of Intercultural Animation-ASAI - the body where the academic internship experience took place - will be presented. The research is exploratory and seeks to provide an overview of the propensity and perception that the Association has of social impact assessment. Finally, in the conclusions, suggestions and recommendations will be set out, also in light of the results obtained from the exploratory investigation.

L'elaborato intende portare un contributo alla riflessione sulla valutazione di impatto sociale nelle organizzazioni di volontariato. Nonostante gli evidenti vantaggi che possono derivare da una pratica valutativa e, nonostante le sollecitazioni da parte dell’Unione Europea, da un’analisi della letteratura è emerso che esiste, ancora oggi, una scarsa propensione alla valutazione di impatto sociale da parte delle organizzazioni di volontariato. Scopo dell’elaborato è andare a indagare quali sono i fattori che ostacolano tale pratica e le motivazioni che stanno alla base della scelta di intraprendere o meno un percorso valutativo. In particolare, il presente lavoro cerca di contribuire alle seguenti domande: • Quale ruolo la valutazione di impatto sociale riveste nel volontariato italiano? • Quali sono i principali fattori che ostacolano l’attività di valutazione nel volontariato italiano? • Cosa ancora c’è da fare? Il primo capitolo, introduttivo, affronterà il tema generale della valutazione illustrandone significato e dimensioni. Il secondo capitolo affronterà il tema più specifico della valutazione di impatto sociale nel volontariato italiano. Dopo una prima ricognizione teorica e normativa in materia di volontariato, si procederà con l’analizzare quanto è diffusa la pratica di valutazione sulla base della letteratura e delle ricerche sul tema; verranno comprese le modalità principali attraverso cui le ODV fanno valutazione, nonché i vincoli e gli impedimenti di tale pratica. Il terzo capitolo raffronta le riflessioni emerse con altre esperienze e buone pratiche diffuse in Italia. L'ultimo capitolo sarà dedicato alla ricerca empirica e al lavoro sul caso. Verranno esposti i risultati ottenuti da un’indagine che ha esplorato le pratiche di valutazione adottate dall’Associazione di Animazione Interculturale-ASAI – ente presso il quale si è svolta l’esperienza accademica di tirocinio. La ricerca è di tipo esplorativo e cerca di fornire una panoramica riguardo alla propensione e percezione che l’Associazione ha della valutazione di impatto sociale. Infine, nelle conclusioni, verranno esposti suggerimenti e raccomandazioni, anche alla luce dei risultati ottenuti dall'indagine esplorativa.
