Quando le istituzioni agiscono come lobby. Il caso dello stop alla produzione dei motori endotermici in Italia e il blocco dei diesel euro 5 in Piemonte

My thesis paper will deal with the issue around the Euro 5 diesel block and the role played by the main Italian interest groups in the EU, with particular regard to the role of the Piedmont Region, which in this case, from the point of view of behavioural definition, acted as an interest group towards the Italian Government and in the EU, to postpone the entry into force of the Euro 5 block initially scheduled for 15 September 2023. The essay will be structured in four chapters; the first will be the result of theoretical work, in which starting from the text of Pritoni A. "Politics and interests. Lobbying in contemporary democracies"; it will be analyzed through the main theories known, the concept of interest group, the main means and methods of lobbying in contemporary democracies, with particular regard to interest groups active in the organs of the European Union. The second chapter, shorter than the previous and also the following two, will explain the design of the research, illustrating the tools and methods that will be used. In the third chapter of my thesis work, the issue of the Euro 5 block in Italy will be dealt with by defining the general picture of the situation, will be analyzed, which interest groups are in favour of the rule and which wanted to maintain the previous status quo, who were the winners and who were the losers, will be analyzed the EU regulations concerning the case and the implementing laws through an in-depth analysis of the various position papers and press releases produced by the interest groups involved in the case and the articles, on the case, of the major national newspapers. In the last chapter, the role of the Piedmont Region will be discussed specifically, focusing on the actor. For the study of this case I will refer to the behavioral perspective, and as indeed, already anticipated in the introductory phase, we will study how, the institutional actor examined, acted similarly to an interest group, in order to delay the entry of the measures taken in the EU, analysing, as in the previous chapter, the various articles and position papers written on the subject. In addition, for a more detailed analysis of the two cases, some interviews were conducted with the main policymakers involved in the case and representatives of some of the groups examined.

Il mio elaborato di tesi tratterà la questione attorno al blocco dell’Euro 5 diesel e il ruolo che hanno avuto i principali gruppi di interesse italiani in sede UE, con particolare riguardo al ruolo della Regione Piemonte, che in questo caso, dal punto di vista della definizione comportamentale ha agito come un gruppo di interesse nei confronti del Governo italiano e in UE, per posticipare l’entrata in vigore del blocco Euro 5 inizialmente previsto per il 15 settembre 2023. L’elaborato sarà strutturato in quattro capitoli; il primo sarà frutto di un lavoro teorico, in cui a partire dal testo di Pritoni A. “Politica e interessi. Il lobbying nelle democrazie contemporanee”; si andrà ad analizzare attraverso le principali teorie conosciute, il concetto di gruppo di interesse, i principali mezzi e le modalità di fare lobbying nelle democrazie contemporanee, con particolare riguardo ai gruppi di interesse attivi negli organi dell’Unione Europea. Il secondo capitolo, più breve rispetto al precedente e anche ai due seguenti, verrà spiegato il disegno della ricerca, illustrando gli strumenti e le modalità che verranno utilizzate. Nel terzo capitolo del mio lavoro di tesi verrà trattata, la questione del blocco Euro 5 in Italia definendo in maniera generale il quadro della situazione, si andranno ad analizzare, quali gruppi di interesse sono favorevoli alla norma e quali volevano mantenere il precedente status quo, chi sono i vincitori e chi i vinti, verranno analizzate le normative UE riguardanti il caso e le leggi attuative attraverso un’approfondita analisi dei vari position paper e comunicati stampa prodotti dai gruppi di interesse coinvolti nel caso e degli articoli, in merito al caso, dei maggiori quotidiani nazionali. Nell’ultimo capitolo, verrà trattato nello specifico il ruolo della Regione Piemonte, concentrandosi sull’attore. Per lo studio di questo caso farò riferimento alla prospettiva comportamentale, e come appunto, già anticipato in fase introduttiva, si andrà a studiare come, l’attore istituzionale preso in esame, ha agito similarmente ad un gruppo di interesse, al fine di ritardare l’entrata dei provvedimenti presi in sede UE, analizzando, come nel capitolo precedente, i vari articoli e position paper scritti in merito. Inoltre, per un maggiore approfondimento sui due casi sono state condotte alcune interviste ai principali policymaker coinvolti nel caso e gli esponenti di alcuni dei gruppi presi in esame.
