ANALISI DELLE POLITICHE DI CONTRASTO ALLA VIOLENZA’ DI GENERE E DI PARITA’: IL RUOLO DEGLI ATTORI CON PARTICOLARE RIGUARDO AL BUROCRATE DI STRADA. APPROFONDIMENTO SUL RUOLO DELLE FORZE DELL’ORDINE

The thesis analyzes how the path towards gender equality and the fight against violence against women has been dealt with at the level of public policies. After a brief excursus on the evolution of women's rights over time, it analyzes the main stages that have characterized the Italian landscape, identifying the main actors and those who affect and have influenced the choice of these policies. Particular attention is paid to the implementation phase and to street bureaucrats, that is, those officials who have to deal directly with citizens. Specifically, through the administration of a questionnaire to the police and some interviews with the members of the parliamentary commission of inquiry on femicide, it proceeds to compare the objectives of the rules on combating gender violence and their implementation, trying identify possible areas for improvement and implementation difficulties.

La tesi va ad analizzare come è stato affrontato, a livello di politiche pubbliche, il percorso verso la parità di genere e il contrasto alla violenza sulle donne. Dopo un breve excursus sull’evoluzione dei diritti delle donne nel tempo, analizza le tappe principali che hanno caratterizzato il panorama italiano, individuandone gli attori principali e coloro che incidono e hanno inciso sulla scelta di tali politiche. Un’attenzione particolare viene dedicata alla fase attuativa e ai burocrati di strada, ossia quei funzionari che hanno direttamente a che fare con i cittadini. In modo specifico, attraverso la somministrazione di un questionario alle forze dell’ordine ed ad alcune interviste ai membri della Commissione parlamentare di inchiesta sul femminicidio, procede nel confronto fra gli obiettivi delle norme sul contrasto alla violenza di genere e la loro attuazione, cercando di individuare le possibili aree di miglioramento e di difficoltà attuative.
