UNIONE EUROPEA: UN FEDERALISMO POSSIBILE? La recente riflessione di Antonio Padoa Schioppa

This paper will try to offer an overview, although concise, of the stages of the European Union, following a historical-institutional path to highlight the lines and areas of development of the institutions that have most found confirmation and realization over the decades analyzed, underlining the progressive, increasingly marked, pro-European evolution from a federalist perspective. The various Treaties that have followed one another in the last seventy years have in turn represented how we will see, a response to various crises that have characterized the European history of the second postwar period. Responses to situations that needed to be remodeled and for which national solutions were not considered sufficient.

Il presente elaborato cercherà di offrire una panoramica, sia pure sintetica, delle tappe dell’ Unione Europea, seguendo un percorso storico-istituzionale per evidenziare le linee e gli ambiti di sviluppo delle istituzioni che più hanno trovato riscontro e realizzazione nel corso dei decenni analizzati, sottolineando la progressiva evoluzione, sempre più marcata, europeista in prospettiva federalista. I vari Trattati che si sono succeduti negli ultimi settant’anni hanno rappresentato a loro volta, come vedremo, una risposta a varie crisi che hanno caratterizzato la storia europea del secondo dopoguerra. Risposte a situazioni che andavano rimodellate e per le quali le soluzioni nazionali non erano considerate sufficienti.
