Il Servizio Nazionale Sanitario: le origini e l'evoluzione storica

In Italy, health is an inviolable right of the individual. For us today this is taken for granted, but just over forty-five years ago this was not the case. The National Health Service, which was established in 1978, has had a long and troubled journey. In this essay I wanted to retrace the most important stages that contributed to its birth, starting from the period of liberal Italy up to the present day. The most important stages that marked its origin are certainly article 32 of our constitution in 1948, the establishment of the Ministry of Health in 1958, the hospital reform in 1968 with the "Mariotti law" and law no. 833 in 1978. Since its establishment, the NHS has undergone reforms, it has had to deal with the expansion of spending which has become difficult to sustain, it has had to adapt to the various economic and financial crises that have affected our country, it has had to adapt to changes in society and seek new solutions for its sustainability and survival. I tried to highlight the conditions and the drive that strongly desired it. A push that started from the bottom, from the working force, which organized itself into a union and moved from the fight for the health of workers in factories to a request for the general health of the individual and the environment around him. The essay concludes with a general view on the development of trade union organizations and a brief window on the trade union organizations that have developed within the healthcare sector. ​

In Italia la salute è un diritto inviolabile dell’individuo. Per noi oggi questo è scontato, ma poco più di quarantacinque anni fa non era così. Il Servizio Sanitario Nazionale, che è stato istituito nel 1978, ha avuto un percorso lungo e travagliato. In questo elaborato ho voluto ripercorrere le tappe più importanti che hanno contribuito alla sua nascita partendo dal periodo dell’Italia liberale per arrivare fino ai nostri giorni. Le tappe più importati che hanno segnato la sua origine sono sicuramente l’articolo 32 della nostra costituzione nel 1948, l’istituzione del Ministero della salute nel1958, la riforma ospedaliera nel 1968 con la “legge Mariotti” e la legge n. 833 nel 1978. Il SSN dalla sua istituzione ha subito delle riforme, ha dovuto fare i conti con l’espansione della spesa diventata difficile da sostenere, ha dovuto adattarsi alle varie crisi economiche e finanziarie che hanno coinvolto il nostro Paese, ha dovuto adattarsi ai cambiamenti della società e cercare nuove soluzioni per la sua sostenibilità e sopravvivenza. Ho cercato di mettere in evidenza le condizioni e la spinta che lo ha fortemente voluto. Una spinta partita dal basso, dalla forza operaia, che organizzatasi in sindacato è passata dalla lotta per la salute del lavoro nelle fabbriche ad una richiesta di salute generale dell’individuo e dell’ambiente che lo circonda. L’elaborato si conclude con una visuale generale sullo sviluppo delle organizzazioni sindacali e una breve finestra sulle organizzazioni sindacali sviluppatesi all’interno del settore sanitario. ​
