Il permesso di soggiorno umanitario. Il decreto sicurezza, un'analisi socio-giuridica.

The thesis aims to analyze the legislative process of the decree-law 4 October 2018, n.113, better known as the "Safety Decree", from a socio-legal point of view. Starting from the mere description of the internal aspects of the decree concerning the regulation of immigration, the international asylum agreements are briefly analyzed and a mention is made of article 10 of the Constitution. The reasons for the changes to the pre-existing legislation, the parliamentary works that characterized the approval of the decree and the role that the media could have played in the context of such a salient issue in the public debate will be commented on later.
